This Story opens inside the state of New York’s Lt. Governors office, who is planning to run for the top job, and is looking to entertain as many high rollers as possible to finance his campaign. Three men meet and discussed building a private prison empire that would house the worse of the worse but prove the candidate’s campaign platform was forged in cutting government cost, reducing taxes, and tough on crime; but they need a front, a contract and a license to make it happen…Eventual a mole is planted deep under cover by the name of Det. William Watt.
